You are right. Few sites offer SEO review in a WordPress theme. I have found one which does just that. Go to Themegrade.com and click on any of the theme. You’ll be able to find the SEO test being done in the theme.
Wpthemereview.com also has a SEO score. But they are not doing a proper job in testing the WordPress templates against SEO.

As far as I know, if someone buys a premium WordPress theme licensed under a GPL, he/she can redistribute or even resell it. So where can I get those for free? Or does anyone know a place where the premium templates are reselling at a fraction cost of the original price?
